This consultation has concluded.

Melbourne's government owned water businesses want to provide a safe, secure and affordable water supply over the long term. But in order to plan for an uncertain future, we need a 21st century water system – one that is adaptable, diverse and resilient – and capable of absorbing possible shocks.
It's the expert view of the metropolitan Melbourne water industry that there is a better way to determine when we go in and out of staged water restrictions than simply relying on trigger levels based on traditional water storage volumes. We need to build in more flexibility and resilience into how we manage water.
We're proposing that the industry publish a Water Security Outlook each November with a five year forward look. The Outlook will become the vehicle for determining what action is required to avoid water restrictions and would replace the existing trigger levels.
For ease of communication, a traffic light approach is proposed, with system performance reported in three zones - green, amber and red.
